New Delhi: The move to set up Nyaya Panchayats for providing speedy justice in rural areas has a hit a roadblock with the Law Ministry raising several queries, including the constitutional validity of the proposed legislation.
Minister of Panchayati Raj V Kishore Chandra Deo today said in view of the development, no time frame has been fixed for introduction of Draft Nyaya Panchayat Bill in Parliament. The ministry had prepared a "Draft Nyaya Panchayat Bill to provide for the establishment of Nyaya Panchayats, at the level of every Gram Panchayat."
These Nyaya Panchayats were meant for providing a fair and speedy justice, both civil and criminal, to the citizens at their doorsteps.
"After taking in to consideration the comments received from the concerned central ministries and departments and the states/UTs, the draft Nyaya Panchayat Bill was forwarded to the Ministry of Law and Justice for their inputs," Deo said in reply to a question the Lok Sabha. "However, that ministry has raised a number of points including the basic question of constitutional validity of bringing in the proposed legislation," Deo said referring to Law Ministry`s objections.
Deo said that since the issues raised by the Law Ministry were not expected to be resolved in the near future, no time frame has been fixed for the introduction of the Draft Nyaya Panchayat Bill in Parliament.
