Pune had 66 crores available to them. When they picked Dhoni for 12.5 cr, there was an arithmetic deduction of that amount from their purse.

Dhoni is entitled to be paid exactly the same amount he was getting as a CSK player

For instance, if CSK were paying him 10 cr, Pune are obliged to pay him the same. Or if Dhoni got 20 cr at CSK, then Pune despite will have to pay him 20 cr.

This applied to all players. Their draft valuation has nothing to do with what team Pune and Rajkot will actually to have pay them.
