DNA: How effective is Congress` Dalit manoeuvre in Punjab?

Punjab got its first Dalit Chief Minister on Sunday, with Technical Education Minister Charanjit Singh Channi elected as the leader of the Congress Legislature Party on Sunday. Channi replaced Captain Amarinder Singh, who resigned as the CM on Saturday.
