Chandigarh, May 05: The Punjab and Haryana High Court today issued notices to the CBI and Punjab Home Secretary on a petition seeking time-bound trial of policemen accused of murdering human rights activist Jaswant Singh Kalra. Kalra, the then general secretary of the human rights wing of the Shiromani Akali Dal (SAD), was picked up by police on September 6, 1995 and was subsequently found dead.

Paramjit Kaur Kalra, petitioner and wife of the slain rights activist, in her petition yesterday, urged the HC for a time-bound trial saying it would take ages to conclude the trial as only one witness had been examined since November 12, 1998. There are a total of 69 prosecution witnesses in the case.

Nine policemen, including the then Tarn Taran district police chief Ajit Singh Sandhu, DSP Bhikhiwind of Amritsar district Ashok Kumar, DSP Taran Taran Jaspal Singh, sub inspectors Surinder Pal Singh, Jasbir Singh, Rachhpal Singh, assistant sub inspector (ASI) Amarjit Singh and head constable Pritpal Singh are accused of Killing Khalra.

It was only after the Supreme Court (SC) intervened and asked the CBI to investigate his killing that charges against nine policemen were filed on July 25, 1998. The SC had to intervene once again after some witnesses said the accused policemen were threatening them. The court asked the BSF and the CRPF to provide security to them.

Kalra alleged in her petition yesterday that the accused were now threatening her, the only eye witness special police officer, Kuldeep Singh and another witness Kikar Singh.
