New Delhi, May 29: Seeking to make small factories accountable, Delhi government today directed all manufacturing units having more than 10 workers to obtain licences under the Factories Act 1948 and Delhi Factories Rules 1950. The move will affect around 5000 such units and benefit thousands of workers, Delhi labour and industries minister Deep Chand Bandhu told a press conference here.
He also announced that three areas -- Anand Parbat, Samaipur Badli and Shahdara -- have been classified as industrial clusters under the industrial area redevelopment scheme.
As per the provisions of master plan, the industrial units located in the said areas are required to be regularised on individual merits, Bandhu said.
"All factories, with employment of 10 or more workers with the aid of power and 20 or more workers without the aid of power, are required to obtain licence and thereafter to get the same renewed in accordance with existing rules," he said.
A special cell will be created in the labour department shortly to grant or renewal of licences, Bandhu said.
On classification of three areas as industrial clusters, he said the grant and renewal of licences in the said areas under the Factories Act, 1948, was stopped in view of the decision of the high power committee constituted in pursuance of order of the Supreme Court.
As a result of this, owners and operators of the factories located in the said areas were facing a lot of hardships, the minister said.
