Speaking at the 8th meeting of the inter-state council here, he said "five star activists are trying to undermine our democratic institutions and sovereign functions of the three organs of the state, namely, Legislature, Judiciary and Executive.
He said there was need to set up an All India Intelligence Service and an expert committee to examine steps to upgrade weapons and training of police forces in the country.
Naidu said the Centre should consider sharing of expenditure on raising new battalions in the state at least to the extent of non-recurring expenditure.
He sought the extension of the Indira Gandhi canal along the international border of Gujarat as this would not only help in checking infiltration of arms, ammunition, narcotics and terrorists but also strengthen border security.
The Chief Minister suggested setting up of a separate marine police wing in each of the coastal police stations in addition to security set up of Navy and the Coast Guard.

He said the state government has submitted a detailed
scheme of marine police wing to Ministry of Home Affairs for
approval with 100 per cent funds.
