1258 police personnel promoted out of turn during NC rule
Srinagar, June 10: National Conference during its rule in Jammu and Kashmir from 1996-2002 accorded out of turn promotions to 1258 police officials of different ranks including two officials of the security wing of former Chief Minister Farooq Abdullah, Minister of State for Parliamentary affairs Abdul Rehman Veeri informed the Legislative Council.

promotions to 1258 police officials of different ranks
including two officials of the security wing of former Chief
Minister Farooq Abdullah, Minister of State for Parliamentary
affairs Abdul Rehman Veeri informed the Legislative Council.
The promotees include five deputy superintendents, 85
inspectors, 22 sub-inspectors, 89 assistant sub inspectors, 23
head constables and 820 selection grade constables, the
minister said in reply to a question by Tariq Hameed Kara
(PDP).
He said 1255 out of turn promotions had been granted on
the basis of the performances in anti-militancy operations,
whereas two promotions were made from the security wing of the
former chief minister and one officer was promoted out of turn
on ad hoc basis.
The main criteria adopted for granting out of turn
promotions to the police personnel was on operational basis
and the successes achieved by such police personnel in
launching the operations in which hardcore militants were
eliminated, he said
He, however, said the promotions were ordered by the police headquarters. The member was not satisfied with the reply and he insisted for the list of such promotees along with the criteria adopted by government. However, the minister refused the demand citing security reasons for withholding the information.
