The Lashker-e-Toiba (LeT), which has close ties with al Qaeda and Jaish-e-Mohammad (JeM), have been instructed to spearhead the operation, sources at northern command headquaters at Udhampur told a news agency.
They said various intercepts in the recent past have indicated that let cadres have been told to spread the word that if India succeeded in carrying out elections in Jammu and Kashmir, they would also succeed in "taking Kashmir".
"If India does not succeed in conducting the election process in the state, then they will have to leave Kashmir," the cadres have been told by ISI from across the border.
Asking let leaders to work in close coordination with al Qaeda and JeM, ISI operatives emphasised that it is now a "final game and a matter of life and death for Pakistan", the sources said.
