Football's world governing body on May 28 started a special Congress to examine its finances with FIFA's top official refusing to agree the figures given by its president Sepp Blatter. FIFA secretary general Michel Zen-Ruffinen stunned delegates at the opening of the Congress by saying he would not agree the accounts and would not lead the congress. “I have no liability,” said Zen-Ruffinen.
Blatter was clearly upset at the latest challenge to his leadership but insisted the Congress should go ahead. “I am a little surprised. But this is not important. Let us move forward,” he said.
Fifa's members were to examine the body's money affairs ahead of a presidential election on May 29 and the opening of the World Cup in South Korea and Japan on Friday.
Allegations of corruption and mismanagement made against Blatter have tarnished preparations for the showcase 32 nation event.
