The appointments were made on Saturday on the nomination of Hong Kong Chief Executive Tung Chee-Hwa.
It follows the resignations of the two previous incumbents last month in the wake of massive public protests in Hong Kong.
Former Financial Secretary Antony Leung and Security Secretary Regina Ip had stepped down after more than 500,000 people took to the streets to rally against proposed anti-subversion legislation.

Other appointments included Tsang Chun-Wah as Secretary for Commerce, Industry and Technology, replacing Tang.
Wong Hung-Chiu was appointed Commissioner of the Independent Commission against corruption, replacing Lee.
