Shimla, July 01: The Himachal Pradesh Assembly witnessed noisy scenes today during discussion on the budget when Mohinder Singh of him Loktantrik Morcha ignored repeated requests of deputy speaker Dharam Pal to wind up his speech and resume his seat. The deputy speaker rang the bell several times to remind Singh that his allotted time was over but the latter continued speaking, prompting pal to direct that nothing of the speech be recorded.

At this, opposition BJP members rose on their seats and asked the deputy speaker to allow more time to Singh and he relented. Singh again resumed his speech but when he continued without any signing of winding up, the deputy speaker again interrupted him and called the next speaker, Jagat Singh Negi, for the discussion.

For sometime, both Negi and Singh continued to speak simultaneously but later Singh resumed his seat.

Parliamentary affairs minister Kaul Singh said Mohinder Singh was quoting documents without permission of the chair and without laying a copy of the documents in the house. Bureau Report
