Spanish premier Jose Maria Aznar immediately cancelled a planned visit to the Russian city of St Petersburg where he was due to take part in tricentenary celebrations with a host of other world leaders.
The explosion happened in the town square of Sanguesa, some 46 km southeast of Pamplona in an area bordering the Basque country to which the banned armed separatist organisation ETA has laid claim.
The target of the bombing was a van used by police for delivering and renewing identity cards, Miguel Sanz, president of the Navarra region where the bombing took place, said.
