Patna, Sept 30: The Patna High Court today took the Bihar government to task for its failure to present before it a substantive action taken report on its earlier order to shift police officers, from IG to havildar, who had overstayed at their places of posting, saying the report submitted by the government was an eyewash. Regretting slow progress in compliance of its order, a division bench comprising acting Chief Justice Nagendra Roy and Justice S K Singh directed the state government to file a report on October 21 detailing steps taken for their transfer.

Taking strong exception to a report submitted by the standing counsel S K Ghosh on transfer of lower rank policemen of Patna range, the judges observed ''this report is just an eyewash. The police headquarters has made mere cosmetic changes by transferring officials of the rank of inspectors down to constables within the same district whereas the court had dired the government to transfer them from one district to another if they had stayed for more than three years at one place''.

''Moreover, your report speaks about lower rank police officials and that too of only the Patna range and not the entire state,” the bench observed.
The court had on august five this year directed the state to transfer police officials from the rank of inspectors general of police to havildars who had overstayed their postings to tone up police machinery.
