Thiruvananthapuram, July 16: The commission for delimitation of Lok Sabha and assembly constituencies will submit its report to the President by the end of this year, its chairman Justice Kuldip Singh said today.
The Union or state governments had no right to interfere in the delimitation process, whose prime parameter was the 2001 census, he told reporters here.

The exercise was being taken after an interval of 26 years, he said adding the process of suggestions for delimitation for 16 states had been completed and during the work discussions were also held with representatives of political parties, MPs and MLAs in various states.
In Kerala, the total number of assembly seats would be retained at 140 but there would be changes in number of segments in some districts, Singh said.
