New Delhi, Mar 01: Union minister Shanta Kumar, a critic of Chief Minister P K Dhumal, today said the BJP government in Himachal Pradesh failed to fulfil the "promises" it made to the people and the poll verdict was an expression of "anger" against the party. "We have to accept the verdict. I congratulate the Congress", Kumar said.
