Congress on Tuesday sought to downplay AIADMK's decision to contest more seats than its allies in Pondicherry stating that the party had always been maintaining that the arrangement in Tamil Nadu would not be applicable in the union territory. ''Situation in Pondicherry is qualitatively different,” party spokesman S Jaipal Reddy told reporters adding that since the party could not share power with PMK in the union territory, the arrangement there had to be different.
