The legislative wing of Rajasthan is the Vidhan Sabha or the House of People. Members tot he Vidhan Sabha or Legislative Assembly are elected through an universal adult franchise. The executive is headed by the Chief Minister and his Council of Ministers, who are members of the legislature. The Cabinet exerts legislative control over the administration, which is headed by the Chief Secretary who is assisted by Secretaries in charge of various departments. The secretaries, in turn, are assisted by heads of departments. The High Court at Jodhpur with a bench at Jaipur is at the apex of the judicial system. There are a number of subordinate courts at the district level. The judiciary functions independently of the executive and administration.
