Amid no signs of resolution of deadlock in Parliament on the tehelka issue, Congress on Thursday came out in strong opposition to any move for early adjournment of the budget session as also passage to general and railway budgets without any discussion.
''We are totally opposed to such an idea. Under the Constitution, government has no right to get the session adjourned sine die. Such a discretionary power is vested in the Speaker,” party spokesman S Jaipal Reddy told reporters. Besides, he said a decision on sine die adjournement of Parliament could not be taken unless there was an all party consensus. Asked about moves to pass the general and railway budgets by a voice vote without any discussion, he said that Congress wanted a comprehensive debate on the budgets. ''We cannot be privy to any unceremonious passage of budget. We will oppose it with all parliamentary skills at our disposal.” Dismissing charges that Congress was responsible for stalling of Parliament proceedings, he blamed the ''intransigence'' of government for the ''unhappy stalemate'' as it was refusing to accept the demand for a joint parliamentary committee into the expose. Asserting that JPC was a ''more effective and comprehensive instrument'' of inquiry into the defence deals, he said that government was rejecting such a probe as it was 'attempting to avoid a fair inquiry'.
