Germany on Friday urged the European Union to offer immediate aid to the new authorities in Belgrade in order to foster democracy in Yugoslavia.

Foreign Minister Joschka Fischer told a news conference he would make the proposal at a meeting with his 14 EU counterparts in Brussels on Monday.
''We will propose that a package of immediate assistance is brought together,'' Fischer said. He declined to be more specific on what the package would involve but stressed that speed of delivery was as important a consideration as the amount. He also said that he expected international sanctions against Yugoslavia to be lifted as it became clear that democratic rule had been established by the opposition forces who have led a popular uprising against President Slobodan Milosevic, and that he had been ousted.
