The food, civil supply and consumer affairs minister was returning to Ranchi after attending some programmes when he found the diversion was flowing under 3 feet deep water, the minister's secretary Anand Kumar said.

Roy crossed the road when the water level reduced and the traffic started resuming slowly, he said.

The traffic on Tata-Kandra road came to a standstill after the diversion, set up under the damaged road bridge at Pulwama in Seraikela-Kharswan district, submerged following heavy rains that lashed the area for half an hour.
