Addressing a rally at Digboi in Assam's Tinsukia district, Rahul said, “Our Prime Minister talks about 'Vikas' wherever he goes. But in whichever state BJP wins, violence starts in the very place.”

“Some 15 years back, news only about militancy and violence used to appear in newspapers in Assam. (But) the biggest achievement of the Congress government in Assam has been to restore peace,” Rahul said.

“If violence and tears return to Assam, how will development take place,” he asked.

“One must ask Modi ji, 'when elections take place in states like Bihar, Uttar Pradesh and Maharashtra, why do ji, 'when elections take place in states like Bihar, Uttar Pradesh and Maharashtra, why do BJP/RSS incite communal violence',” the Congress leader said.

Rahul also slammed the Modi-led BJP government for failing to ensure Vijay Mallya did not flee India.

“On one hand, Modi ji says he will fight to bring back black money; on the other hand Mallya manages to flee,” the Congress leader said.

“Two-three days before Mallya left, Arun Jaitley spoke to him inside Parliament. We will ask what did they discuss in Parliament,” Rahul alleged.

“If he (PM) is seriously fighting against corruption, then why did he bring the 'Fair and Lovely' scheme (on black money)?” Rahul asked.

“When Modi ji will come here, he will not speak a word about black money, Mallya or Lalit Modi ji,” he stated.
