JMM's protest is against the domicile policy and also against Modi using a corporate house stadium to address rural bodies representatives. Security has been beefed up at the area as the JMM will reportedly make attempts to disrupt the Prime Minister's event, despite severe warnings of consequences by the district administration.

Around 3,000 Panchayati Raj representatives from across the country are expected to attend the conference at the Tata Sports Stadium, Jamshedpur, on Sunday.

The Prime Minister will address the gathering, which will be beamed live to all the Gram Sabhas of the country.

On the occasion, he will also give away prestigious awards to states like Kerala, Maharashtra, Karnataka and Sikkim, which have devolved maximum powers to Panchayats so far.
