and stand by Nagaland Municipal Council (Amendment) Act 2006
which guaranteed 33 per cent reservation for women in urban
local bodies.
Joint Action Committee on Women Reservation (JACWR) in a representation to Chief Minister Neiphiu Rio asserted that the demands of Naga Hoho and Eastern Nagaland People’s Organisation (ENPO), which opposed municipal polls with women`s quota, was "untenable and misleading". "The arguments put forwarded by the male-dominated tribal hohos that the amended municipal act with quota provision was against the traditional land holding system and that it overruled Article 371(A) of the Constitution were unacceptable to Naga women," the representation submitted yesterday said.
JACWR asserted that the reservation for women in municipalities has been guaranteed through the 74th Constitutional amendment, which "supersedes" Article 371(A). This article of the Constitution protects land and its resources, Naga customary laws and socio-cultural practices.
