New Noida parking policy eyes congestion free roads, strict compliance

NEW DELHI: With a view to minimising the traffic congestion in Noida, the authority on Friday said that fresh agencies will be hired to control operations at 95 parking lots earmarked on different roads across the 43 sectors.
After reviewing the parking policy of several countries, the Noida Authority came up with a new policy that will be implemented from December.
Earlier, there were 41 authorised parking lots in Noida. Due to illegal parking on roads, many sectors including 2, 6, 7, 16, 18, 41, 50, 58 and 59, among others, frequently get choked because of the traffic.
"At present, the authority has allowed parking on roadsides at 41 locations. These contracts will be over by the end of November. We will give new 60 parking lot contracts to new agencies through an e-tender in October. Our objective is to reduce traffic congestion," said Sandip Chandra, senior project engineer at the Noida Authority.
As per the new parking policy, the authority will charge Rs 20 for four-wheelers for the first two hours, and after that, additional money would be charged as per the time occupied by the vehicle.
As per the current policy, the Noida Authority charges Rs 20 for parking four-wheelers and Rs 10 for two-wheelers for 14 hours (9 am to 11 pm) along the roads in the markets.
According to the new parking policy, no parking area will be introduced within a distance of 50 meter of an intersection. On the corner plot, there will be no parking at such a place where it would be a problem to vehicles to take a turn.
The authority officials said the congestion occurs as the contractors encroach upon more space than allowed for running their parking lots.
"We have decided to ensure that all parking attendants will use hand-held electronic devices to issue parking slips to maintain transparency, and we will unmark the authorised areas with yellow paint. If a contractor is found going beyond the yellow area, then we will act as per the policy," said Chandra.
The authority has divided city areas into four zones, and the new 95 parking lots will also be divided into four zones accordingly. "We will hire four contractors, who will manage the lots in their respective zones," added Chandra.
At present, the Noida Authority has used one lakh 68 thousand square meter of land for parking in various sectors. Parking arrangements have been made in 41 places in the city. According to the new parking policy, the prescribed land for parking has been increased to four lakh 42 thousand square meters. At the same time, according to the new policy, 95 places have been sanctioned for parking in 43 sectors.
Parking would be allowed in one lane. For this, four meters will be marked on the road by the authority.
Temporary parking for any event will also need permission from the authority. For this, the fee prescribed by the authority will be deposited. The parking rate of the sector, wherever the temporary parking is allowed, or the place available will be determined by the authority.
Penalty for violating parking rules will be imposed in eight ways:
- If the vehicle is parked outside the parking lot - Rs 500 per vehicle
- Not having an electronic machine or giving false prints - Rs 500 per machine per day
- On charging more for parking charges - Rs 500 per vehicle
- Not being in the prescribed dress - Rs 1000 per employee per day
- Not having the information board, broken or information incorrect - Rs 1000 per board per day
- On non-availability of complaint book - Rs 1000 per consumer per day
- On non-availability of account book - Rs 1000 per day
- On repeated violation of rules - Entire area of parking or some area of the tender will be cancelled.
