Kiska Bengal: If the minister is not safe in Bengal, what will happen to the general public?

West Bengal Labor Minister Jakir Hossain was attacked by a bomb, in which he and some activists were seriously injured. But this incident raised questions on the law and order of West Bengal, if the minister is not safe in Bengal then what will happen to the general public.
