Taal Thok Ke: Does Raj Thackeray have the right to give ultimatum on Azaan?

MNS President Raj Thackeray has given an ultimatum regarding loudspeakers in mosques. Thackeray says, "if loudspeakers are not removed by 3rd May, then from 4th May, Hanuman Chalisa will be heard on the loudspeakers outside every mosque.
