The boat, which capsized in the seas off Kalutara on Sunday, was ferrying passengers to a wedding, Xinhua news agency reported.

The navy said the overloaded boat had not followed safety regulations.

At least 32 passengers have been rescued since Sunday.

The government has said it would pay compensation to the families of those who perished in the disaster and to those injured.

The Fisheries Ministry has imposed a new regulation, banning fishing boats from being used to transport passengers.
