The world number two is involved in a dispute with the Belgian Olympic Committee over her Fila outfit.
The committee is insisting all its athletes wear clothing provided by Adidas, the team's sponsor.
"As long as my clothing remains an issue, it is impossible for me to go to the Olympics," said Clijsters.
"That is even though I would like to go and even though I would be able to fit it into my schedule.
