Patna, June 24: Leader of the opposition in Bihar Assembly Sushil Kumar Modi today charged the RJD government with being totally insensitive towards centrally-sponsored schemes aimed to provide assistance in the development of the state. Initiating the debate on the budget for 2003-2004, Modi accused the state government of not properly utilising the Central funds for different developmental projects.

In the absence of not receiving proper utilisation certificate, the Centre has stopped further funding to the state, giving a jolt to different developmental schemes under execution, Modi alleged.
He criticised the state government for seeking to make Bihar a self-reliant state with Centre's help and alleged that Planning Commission's chief advisor Laxmi Rattnam in a recent letter to the Bihar government had stated that criminal elements were cornering all the contracts in the state.

Stating that law and order situation in the state was deplorable, Modi said to attain the 5.5 per cent growth rate in the next five years, the current year's budget of the state should have been to the tune of Rs 5,000 crore as against the Rs.3,000 crore presented.

"This proves that it (state government) was totally insensitive towards the development of the state", he alleged.
Samata Party leader Satish Kumar charged the state government with institutionalising corruption and demanded an inquiry into the misutilisation of funds. Bureau Report
