Shillong, June 08: The Steering Committee of the North Eastern Council (NEC) has welcomed amendment to the NEC Act-2002 which changes the status of NEC from an advisory body to a regional planning body and inclusion of Sikkim as the eighth member of the NEC. The officers from the eight states of region, who were present in the 10th Steering Committee meeting of the NEC here yesterday also suggested changes in the NEC rules incorporating the amended status of NEC.
Discussing the various aspects while implementing projects, they also pointed out that delay in releasing of funds to implementing agencies, delay in mandatory review, delay in submission of schemes to standing finance committee and expenditure finance committee memo were some of the reasons that had affected speedy implementation of the various schemes, a NEC press release said here today.
The committee has identified persons and agencies responsible for these activities and come out with a decision that all the pending projects from the 5th to the 7th plan should be completed within March 2004 and the state government should submit necessary detailed information for mandatory review of all projects exceeding Rs five crore within June 15, 2004, the release said. In line with the amendment of NEC Act, the committee discussed regional planning policy, regional tourism, regional industrial policy and also decided that a policy framework should be formulated for agriculture and allied sector, it said.
The members of the states were critical regarding certain facilities provided under air connectivity in the region through Alliance Air by using the ATR aircraft acquired recently.
They suggested that the issue should be taken up with the Alliance Air so that the problems faced by the states regarding free luggage entitlement, high-fare, selection of routes, absence of facilities for transporting patients on stretchers and adoption of Guwahati as the hub were immediately solved.
