Patna, Dec 11: On the directives of the Patna High Court against the backdrop of the killing of national highway project manager Satyendra Kumar Dubey, the Bihar government today submitted a 'dedicated plan' to the court pledging fool-proof security for the smooth completion of the Golden Quadrilateral National Highway. The plan prepared by Home Commissioner B K Haldar was submitted with the high court's registrar general S Mukherjee by the state counsel Ashok Kumar Singh this evening, court sources said.

The plan was prepared in consultation with Chief Secretary K A H Subramanian, Patna and Magadh Division Commissioners, District Magistrates and Superintendents of Police of Gaya, Kaimur, Rohtas and Aurangabad, official sources said. They however declined to divulge the details of the plan on the ground that it was confidential.

Earlier in the day, a division bench of the high court comprising Chief Justice Ravi S Dhavan and Justice Shashank Kumar Singh made serious observations on the prevailing law and order situation in bihar that resulted in the killing of Dubey at Gaya on November 27 and directed the state government to submit a 'dedicated plan' for trouble-free completion of work on the golden quadrilateral project in Bihar.
