Shimla, June 26: The general budget for 2003-04 was today presented by Chief Minister, V B Singh, but not before it got delayed because slogan shouting opposition members forced the house to be adjourned. BJP members tabled an adjournment motion on yesterday`s police action on party workers and demanded the matter to be taken up immediately before the presentation of the budget.
The speaker, Gangu Ram, said he would give his ruling on the two separate adjournment notices from BJP members I D Dhiman and Jai Ram Thakur after the presentation of the budget.
As per the rules and convention, no business is taken up on the day of governor`s address or presentation of the budget, he said. Dissatisfied by the reply, the BJP members trooped into the well of the House and started shouting slogans.
Mohinder Singh (HLM) and Navin Dhiman (Ind) also joined the BJP members and squatted with them in the well of the House.
The Congress members raised counter slogans from treasury benches and pandemonium prevailed in the House. The speaker adjourned the House till 1130 hours after efforts to restore peace failed.
When the House reassembled at 1130 hours, the Parliamentary Affairs Minister Kaul Singh Thakur moved a resolution for suspension of the BJP members Mohinder Singh and Navin Dhiman, which was adopted by voice vote.
