Guwahati, Nov 28: Assam was calm for the second day today with no fresh anti-Bihari violence erupting in the state, though stringent security measures were still in place particularly in view of Ulfa observing today as "black day". Official sources here said the government was taking no chances with its security arrangements as the proscribed outfit had a tendency to strike after a lull to catch the relaxed people and security personnel off guard.

Meanwhile, in worst-affected Tinsukia district, schools, colleges and other educational institutions were functioning normally since they reopened yesterday with curfew relaxed for 12 hours from 6 am to 6 pm. Curfew was also relaxed during the day in 11 other towns as there was no fresh incident.

The Ulfa has been observing November 28 as "black day" since 1990 when President's rule was imposed in the state and army operation "bajrang" launched against the outfit.

Altogether 56 Biharis have lost their lives in the ongoing violence in the state following the attack on Assamese train passengers in Bihar. Bureau Report
