"There is a lot of work to be done in the 15 months," the former South African cricket coach said here yesterday at the end of his inspection tour of the four countries he will be helping to prepare for the World Cup.
Woolmer said he will present his report to the ICC on November 17 and hopes the training programmes would commence in the four countries by the end of November.
"I have set in place programmes for the four countries which they have to adopt into their systems and identified specialised coaches to assist in implementation," he said.
Woolmer said the Emerging Nations tournament in Namibia in April, which will involve the four nations, would help him identify their weaknesses.
He said Kenya has an advantage over the three qualifiers, but warned the east African nation still needed to improve its standard.
