Indore, Nov 18: Gujarat Chief Minister Narendra Modi today alleged that though the Godhra conspiracy was hatched in Ratlam district of Madhya Pradesh, the state government failed to nab the culprits. ''What was the Madhya Pradesh government doing when the conspiracy was being hatched,'' he questioned, while talking to reporters at the airport here.
