PAC chairman attacked for `impropriety` on Kargil purchases report
New Delhi, Aug 07: A BJP member of the Public Accounts Committee (PAC) today attacked its chairman Buta Singh and alleged `impropriety` on his part in finalising the report on Kargil purchases before the minutes were circulated to members and their consent taken.

In a letter to Lok Sabha Speaker Manohar Joshi, BJP member Kirit Somaiya described the procedure followed by Singh as "ultra vires" and "illegal" and demanded a detailed inquiry as to how it happened.
Somaiya sought to know whether it was not "impropriety for the PAC secretariat and the chairman to sign the report before the minutes is circulated and taking into account members' observations.
"The procedure clearly demands that minutes are to be confirmed by the members. Without getting confirmation, which is, waiting for two days, how the report was signed and tabled," he said.

The BJP MP said as per the rule book of Lok Sabha and the procedure of committee,it is necessary to give at least two working days to a member to raise their clarifications, objections to the committee after the circulation of the
minutes.
