Washington, June 26: Pakistan's ambassador to US Ashraf Jehangir Qazi has said the "dubious character" of India was the reason for the three Indo-Pak wars. The ambassador expressed his assessment of India in a speech at American University five days before the Bush-Mushraff meeting.

"Because of the dubious character of India, both countries have fought three wars in half a century and Pakistan has necessarily been security-oriented."

Pakistan, he said, has all along been reiterating the imperative for resumption of dialogue to resolve the outstanding issues between the two neighbouring countries, "including the core issue of kashmir."


However, he said, "India consistently refused to talk."

"On the question of Kashmir," the ambassador stated, "The views of India (and Pakistan) are diametrically opposite."

"An adamant Indian regime," he said, "projects Kashmiris as terrorists."
