The Japanese government is set to ratify the Kyoto protocol on global warming even if the United States remains opposed to the treaty, reports said on Monday.
The reports came amid the seventh session of the Conference of the Parties (COP7) to the UN Framework Convention on Climate Change (UNFCCC) in Morocco. If agreement is reached at COP7, environment minister Yoriko Kawaguchi is going to tell the united stater that Japan has started to prepare for ratification, The influential Asahi Shimbun daily reported.
Citing government sources, the Kyodo news agency said in another report that Japan planned to win parliamentary ratification of the protocol during next year's regular diet (Parliament) session. Senior officials are meeting in Marrakesh until November 6, followed by environment ministers from November 7-9 aiming to transform the framework protocol into a formal treaty.
Japanese environment officials declined on Monday to comment on the reported decision to press ahead with ratification, and the top government spokesman was also non-committal at a press conference on Monday.
