Chief Minister Mufti Mohammad Sayeed has asked the police and
security forces to be on constant vigil against enemies of peace
attempting to derail the return to normalcy.
Addressing a joint meeting of unified headquarters of Kashmir
and Jammu zones here last evening, Sayeed said with the
commencement of the process of dialogue to address both internal and
external dimensions of the Kashmir problem, there is no role of a
gun now.
He said there is a greater realization among the people on this issue who want an end to this unfortunate chapter of violence and bloodshed. His government is dealing with this problem politically to make gun-totting youth realize the futility of gun in the present situation, he said.
''There is need to deal with it administratively as we can not allow innocents to be targeted and killed. The gun has to be silenced and peace process saved from derailment,'' he added.
The Chief Minister said while militancy has to be tackled effectively and professionally, special care should be taken to avoid human rights violations in the process. He said while there has been decline in complaints of such excesses but security forces must bring these to zero level. He said they should remember that the healing touch philosophy has stood the test of time and been widely acclaimed both by the people of the state and the country.
Saying that people do not expect any human rights violations during his tenure, he asked senior officers to ensure that there are no excesses, be it due to intent or error of judgement. He made a special mention of a good civil-military liaison especially in the border areas and said that he was impressed by such coordination during his visit to Balakote area on Thursday. He found the atmosphere totally changed and complimented the army for it.
Reiterating that nobody can afford to spurn the offer of dialogue, Sayeed expressed confidence that some groups would come forward and seize this opportunity to work for the solution of this vexed problem. He said even Pakistan could not afford to reject India's peace initiative.
