Assam violence a preplanned design, says Thakur
Dibrugarh (Assam), Nov 23: The Union Minister for Development of North Eastern Region, C P Thakur said here today that the recent violence against Biharis in Assam was the result of a pre-planned sinister design.

After assessing the killing fields of Tinsuikia and Dibrugarh districts of Upper Assam, Thakur told reporters here, "The outlawed Ulfa indulging in the violence will not be
allowed to kill innocent masses irrespective of caste,
religion and community.''
Saying that all Biharis must stay in Assam, he assured that they would be given protection. ''it is unfortunate that ordinary labourers are being killed, assaulted, and their houses torched by anti-social elements".
"I also blame the Bihar and Assam governments for their administrative failure. The police force in Tinsukia district in particular could not anticipate the possible ghastly incidents," charged the Union minister.
The minister said that he was in touch with Bihar and Assam governments and asked the Assam Chief Minister, Tarun Gogoi, to visit the trouble-torn areas and gear up administration to bring back normalcy soon.
Asked if the killings were being done by the Ulfa, he said, ''yes it is. Ulfa for a couple of months had been targeting Biharis in tea gardens of Tinsukia district owned by Hindustan Lever. We have got ample data on it." To a query on the role of security forces to bring back normalcy, he said, ''the police, paramilitary and army are patrolling the nook and corner of the twin districts of Dibrugarh and Tinsukia, but it will take minimum one month to bring back complete normalcy".
