The agency reported that the interior ministry called the explosion a terrorist act. A car carrying interior ministry personnel was riding in front of the bus when the explosion occurred, and an official in the Chechen justice ministry, speaking on condition of anonymity, said the mine may have been targetted for the car.
It was the latest violent incident this month in Chechnya. Earlier this month, two separate suicide attacks in Chechnya killed at least 78 people.
The bus was travelling on a road in the Oktyabrskaya region of Grozny near the main bus station when the mine exploded. The justice ministry official said it was a minibus and not a large passenger bus.
