Just when the us trade officials were preaching the benefits of free trade in Doha, the US International Trade Commission voted in Washington to continue dumping and subsidy investigations into cold-rolled carbon steel flat products from 20 countries, including those from India. In November 13 preliminary determinations, the commissioners ruled that evidence of injury or threat to the US industry sufficed to let the cases continue. Negative determinations would have ended the cases in this early phase.

Under investigation for dumping are cold-rolled steel products from India, Argentina, Australia, Belgium, Brazil, China, France, Germany, Japan, Korea, the Netherlands, New Zealand, Russia, South Africa, Spain, Sweden, Taiwan, Thailand, Turkey and Venezuela.
Imposition of anti-dumping duties will require final affirmative determination both from the Department of Commerce on dumping and from USITC on injury. Bureau Report
