The Congress president, Sonia Gandhi, today criticised the ``tardy manner'' in which the Gujarat Government handled the disturbances in the State, and felt that it should have taken effective steps to deploy the Army in the areas affected by riots. During a brief stopover here on her way to Bellary, Ms. Gandhi told presspersons that she did not foresee mid-term elections to the Lok Sabha in view of the prevailing situation in the country. ``I am not an astrologer to foresee the future,'' she said.
