New Delhi, Aug 10: Indian industry has proposed to set up a foundation to provide a common platform to check unfair competition from imports and address issues like global competitiveness and quality of products. This idea emerged at the national seminar on anti-dumping and subsidy issues held here over the weekend.

Already 40 members from Indian industry have registered themselves and the foundation would takeoff once the membership crosses 100, L V Saptrishi, additional secretary, commerce ministry told reporters summing up the outcome of the seminar.

The foundation, which would be supported by Indian manufacturing industry would be a registered society. It will pool in resources to set up a data bank in a bid to restrict unfair competition from imports and take efforts to improve quality and reduce costs to meet challenges posed by global competition
The idea has been conceived as industry felt there was no common platform in the country to address the issue of global competition.

The seminar also suggested non-market economy criterion for determination of normal value while dealing with cases of anti-dumping.

It also wanted operationalisation of article 15 of the WTO anti-dumping agreement in order to ensure special and differential treatment to developing countries with regard to anti-dumping action.
The seminar also wanted easy availability of import data maintained by the government.

Government has already initiated action and is expanding the panel of lawyers for fighting anti-dumping cases.

Saptrishi said government would come out with a follow up action after examining the recommendations.
