New Delhi, May 11: The Army today asserted that it would maintain total transparency in the disciplinary proceedings against the officers involved in fake kills to get military honours by holding an open trial outside Jammu and Kashmir. The army will maintain total transparency in the disciplinary proceedings against the defaulters to ensure fairness in justice and also punish any other erring officers, irrespective of their rank and level, should any such evidence come to light during those proceedings, an army spokesman said here.
He said the transparency would be achieved by holding the proceedings as an open trial and the venue being outside Jammu and Kashmir.
The spokesman said the court of inquiry was ordered in respect of Major Surinder Singh at the army's behest on December 27,2003 and finalised on February 3, this year. Thereafter, the army was to proceed against the officer and others emerging culpable but could not do so as Maj Surinder Singh was evacuated on medical grounds from Leh to Chandigarh.
On April 19, in order to proceed against the officer, orders were issued for his attachment to a unit in Jammu and Kashmir. On April 21, Maj Surinder Singh filed a case in the Punjab and Haryana High Court. The court had directed that the officers would not move to 6 Kumaon till the next hearing which was on May 11, he explained.
