Shimla, Sept 29: Arvind Kaul, an IAS officer of the 1968 batch has been appointed as the new Chief Secretary of the Himachal Pradesh government. The state government today issued a notification announcing the appointment of Kaul who will succeed Rajendra Bhattacharya scheduled to retire tomorrow. Bureau Report
