New Delhi, Oct 19: The Directorate General of Anti-dumping and Allied Duties (DGAD) has recommended withdrawal of provisional anti-dumping duty on imports of X-Ray Baggage Inspection multi energy System (XBIS) from European Union. The designated authority in its final findings said it was necessary to withdraw the anti-dumping duty recommended provisionally via a notification dated March 31, 2003 and added that the provisional duty already imposed and collected, if any, shall be refunded.
XBIS is used for detection of explosives, firearms, narcotics and contraband at the port of importation, security agencies and airports.
The authority observed that while XBIS from EU had been exported to India below normal value resulting in dumping, no link could be established between the injury suffered by the domestic industry and dumped imports from EU.
"The authority therefore, holds that the material injury to the domestic industry has not been caused by the dumped imports from the subject territory (EU)", a notification dated October 14, 2003 said.
It noted that domestic industry's selling prices had been higher than the non-injurious price determined by the authority for XBIS.
