Araria (Bihar), Apr 28: Close on the heels of sacking of RJD minister Surendra Yadav for allegedly kidnapping and torturing a businessman, another Bihar minister is in the dock with an fir lodged against him for allegedly committing similar offence against an executive engineer. An FIR has been lodged against Vijay Kumar Mandal, minister of state for Information and Public Relation Department (iprd), with the Araria police station on Saturday on charges of kidnapping and beating up of an executive engineer, Satyendra Narayan Singh, Araria superintendent of police Amrendra Kumar said.

The case was registered on the basis of a written complaint by the executive engineer, who is posted with rural engineering department in Araria, he said.

The FIR has been lodged under section 365 (kidnapping), 353 (assault of criminal force to deter public servant from discharging his duty), 323 (punishment for voluntarily causing hurt) and 120 B (criminal conspiracy) of IPC, the SP added.
In his complaint, Singh said that the minister's supporters forcibly took him in a jeep on Saturday to the circuit house to see Mandal.

On reaching the circuit house, the minister and his aide abused the engineer and later beat him up.
Police were investigating the case, Kumar said.


The minister, however, was not available for comment.
