New Delhi, Jan 18: The National Human Rights Commission has directed the Haryana government to register cases against quarry and brick kiln owners in Gurgaon district for employing minors as bonded labourers and recover from them Rs 20,000 per child for the rehabilitation of such children.
"A case under the Child Labour (Prohibition and Regulation) Act, 1989, shall be registered against the employer for employing a child for violation of its provision," the commission said in its order. It directed the district magistrate of Gurgoan to recover Rs 20,000 per child from the employer which will be deposited in the child labour rehabilitation-cum-welfare fund, to which the state government "shall" also contribute Rs 5,000 per child as has been laid down by the Supreme Court. The direction came on a complaint by Bonded Labour Liberation Front (BLLF) which had alleged that stone crushing quarries at Kasan in Gurgaon area and some brick kilns at Bawal in Rewari district had employed members of about 32 families, including minor children, as bonded labourers.

"If government land is available for allotment in either of the districts, the concerned authorities shall allot the land in the name of a cooperative society with neccesary input for cultivating it," the commission said.
