Justice Ashok Parihar issued notices to secretary,
Panchayati Raj, and director, primary education, yesterday,
returnable by month end on a writ petition filed by one Rugha
Ram Jat and others challenging the decision of the government
to fill up 75 per cent vacant posts in Grade III from among
para teachers.
The recent amendment in the panchayat rules to accommodate para teachers as Grade III teachers in regular pay scale, made after handing over primary education to panchayats, violated Articles 14 and 16 of the Constitution, the petitioner asserted.
The government was also committing a contempt of court as it had told the court in a separate case that para teachers would not be converted into regular posts, the petitioner's counsel Manish Bhandari told the court. Bureau Report
